Grill first. Tourist second. Pufferfish last.
Buy the Standard gear, clear Blue Shark to turn on the Grill, then bring the Tourist an Endangered Species catch. His Carrot starts Pufferfish; return the Pufferfish Fin to open the route to Island 4.

Do it in this order

Land
Buy the Desert loadout
Pick up the Standard Lure for the local pool and a Standard Boss Lure for Blue Shark. Keep enough cash for ammo and healing before you start either encounter.

Wake up the Grill
Talk to the Grill master beside the unlit Grill, use the Standard Boss Lure to defeat Blue Shark, then carry the body back. The Grill gives cooked catches a 1.5× value boost.

Quest
Take the Tourist's request
Find the Tourist under a palm tree. He wants a catch carrying the Endangered Species tag—not one fixed fish name.

Catch
Fish the Standard Lure pool
Use the Standard Lure until you land an Endangered Species catch. Seahorse, Needlefish and Bowlfish are the practical targets; read the tag on the catch before handing it over.

Boss
Trade for the Carrot and fight Pufferfish
Give the qualifying catch to the Tourist, equip the Carrot he returns, and cast to summon Pufferfish. Use palm trunks to break its charges and keep moving out of the purple poison.

Leave
Return the Pufferfish Fin
Do not sell the quest drop. Carry the Pufferfish Fin back to the Tourist to receive the coordinates for Island 4 · Rocks.

Blue Shark improves your economy. Pufferfish opens the next island. Do both, but never confuse the rewards.

Common mistakes
The Tourist will not accept my fish+
Check the catch card for the Endangered Species tag. The quest checks the tag, not simply whether the fish came from Desert Island.
I sold the Blue Shark+
Catch it again with another Standard Boss Lure and carry the body straight to the Grill master. The hand-in, not the kill, unlocks the Grill.
The Carrot did not appear+
Finish the Tourist dialogue after giving him the qualifying catch, then check your lure slot. The Carrot is the quest reward and Pufferfish trigger.
I beat Pufferfish but Island 4 is still locked+
Pick up the Pufferfish Fin and return it to the Tourist. Killing the boss alone does not finish the route.

Which fish works for the Desert Tourist?+
Any catch tagged Endangered Species works. Seahorse, Needlefish and Bowlfish are useful Standard Lure targets.
Is Blue Shark required to reach Island 4?+
No. Blue Shark is the optional Grill route. Pufferfish and the Pufferfish Fin hand-in are the story route to Island 4.
What unlocks Island 4 in How to Fish?+
Defeat Pufferfish with the Carrot, keep the Pufferfish Fin, and return it to the Tourist on Desert Island.
